Lay pumpkin seeds on a baking sheet lined with wax paper; bake at 250 degrees for one hour, or until dry. Cool. In a bowl, combine 3 tablespoons sugar, salt, cumin, cinnamon, ginger and pepper; set aside. Heat oil in a skillet; add pumpkin seeds and remaining sugar. Cook for 45 to 60 seconds, or until sugar melts and pumpkin seeds begin to caramelize. Transfer to a bowl; stir to coat. Cool. Makes about one cup.
